The Mass Layoff Statistics (MLS) program is a Federal-State cooperative effort set up to identify and describe the impact of major permanent job cutbacks on both workers and their establishments. The MLS program uses a windows-based PC system to measure the long term layoffs by industry and state utilizing current Unemployment Insurance claims records supplemented with information obtained through direct employer contact. Potential MLS events are released every month and extended MLS events every quarter. The MLS program is designed to:

· Identify major layoffs and closings
· Obtain information on establishments having mass layoffs
· Obtain demographic data on claimants
· Identify reasons for the layoff, duration, and recall
· Identify claimants who exhaust their regular UI State benefits
